City of Daytona Beach may pay $1M to fix hazardous sidewalks in Mosaic neighborhood

Over 40 slips on sidewalks in the first half of 2025, residents say

DAYTONA BEACH, Fla. – Daytona Beach residents in the Mosaic neighborhood off LPGA Boulevard are asking for help after dozens have been injured on flooded sidewalks. Residents say over 40 people slipped and fell on these sidewalks in the first six months of 2025 alone.

They say the problem has persisted for years without a solution.

“One person has a broken tailbone, another guy treated his babysitter himself because he’s a chiropractor, a gentleman fell across the street and had a hip replacement,” said Brenda Fouser.

The Mosaic neighborhood opened in 2018. Since then, residents say sprinkler and rainwater flooding have not drained properly, leading to slick algae buildup.

“We have an actual drain that the water is supposed to go into, and the water is draining backwards towards the house,” said Dave Fouser.

Homeowners say they have not received clear answers from the city about how or when the problem will be fixed.

“We’d like answers. We went to them and asked who signed off? Why? Why has this been allowed to perpetuate? Nobody has answered us,” Brenda Fouser said.

The issue was brought up by the city commission in mid-July. The city said it met with the developer, ICI Homes, to determine responsibility for repairs.

The city estimated the fix could cost about $1 million. City officials admitted they signed off on the developer’s sidewalk construction.

Since then, residents say no progress has been made.

“They’re coming out in their white shirts and measuring! They’ve measured numerous times. But there still isn’t a clearcut plan,” Brenda Fouser said.

At the commission meeting, the city said it would have a firm plan by August and that the commission would vote on funding the fix in the following months.

Now, almost two months later, no vote or update has been made public.

Daytona Beach officials released the following statement on Wednesday:

”The city is actively working with ICI Homes to address the sidewalk issues. The safety of the subdivisions’ residents is of upmost importance to city leaders.”
