Dogs would only be allowed on the beaches from 5 a.m. to 10 a.m.
They would also have to stay off the dunes and would need to be on a leash no longer than 7 feet at all times.
Owners would also be required to clean up after their pets, with violators facing possible fines.
No changes were made Wednesday night to the ordinance, which was unanimously approved.
