OCALA, Fla. – Traffic was blocked in Ocala after a homicide investigation broke out on Wednesday, according to the police department.
In a release, police said they received a 911 call shortly after 3:30 p.m. about a suspicious person in the 900 block of Southeast 3rd Street, not far from Osceola Middle School.
“The caller reported that as he was pulling out of his driveway, he was approached by a black male dressed in all black walking towards his house,” the release reads. “The subject motioned for the caller to stop, but the caller continued driving and observed the man appear to rack the slide of what he believed to be a pistol.”
As a result, officers responded to the area, though a second 911 call soon came in about a shooting roughly a block east of the first location.
According to investigators, this second shooting involved a victim who had been shot, and an officer soon found a man matching the description from the first call.
Police said this man — identified as 29-year-old Isaac Ezekiel Toye — was discovered walking two blocks south of the victim on Southeast 11th Avenue.

Toye was detained and found with a pistol on him.
Meanwhile, the shooting victim — identified as 64-year-old Harold Whitt Harper — was found in the front yard of his home, police added. He later died from his injuries.
Investigators explained that witness statements and evidence place Toye at the scene of both incidents. He faces charges of homicide and two counts of aggravated assault.
“This horrific event appears to be a random act of violence,” the release continues. “There is no indication that this was a targeted attack or that there are additional suspects. We are confident there is no further danger to the community.”
