Orlando Commissioner accuses Regina Hill of harassment in police report

Report filed after November election

ORLANDO, Fla. – Three days after Shaniqua “Shan” Rose defeated Regina Hill for the District 5 Orlando city council seat in November, Rose visited Orlando Police Department headquarters and filed a report accusing her challenger of harassment, records obtained by News 6 show.

“Rose advised that since she took over the spot of former commissioner Regina Hill, Hill has been harassing and causing unwanted stress towards Rose’s work life and family life since March of 2025,” an Orlando police officer wrote in the Nov. 7 report.

Hill, who denies the harassment allegations, is now accusing Rose of using her official position to try to get Hill jailed.

“Abuse of power, that’s what it is,” Hill told News 6.

Gov. Ron DeSantis suspended Hill from office in April 2024 following her arrest for elderly exploitation and mortgage fraud. Hill has pleaded not guilty to felony charges.

Rose won a special election later that year to fill the vacant District 5 commission seat.

While still awaiting trial on criminal charges, Hill tried to win back her city council office but was defeated by Rose in the November 2025 general election.

Hill filed a lawsuit on Nov. 14 that accused Rose of bribing voters with gift cards and illegally collecting absentee ballots.

A judge dismissed that lawsuit Friday after finding no proof of wrongdoing.

“There is simply no factual basis to suggest illegal votes of any kind,” Chief Judge Lisa Munyon wrote. “In fact, (Hill) fails to explain how, even if illegal ballot harvesting did occur, that these votes would be illegal.”

On Nov. 7, the same day Hill publicly announced plans to challenge the election results, records show Rose met with an Orlando police officer to report harassment.

“Rose provided numerous screenshots of Facebook posts by Hill where she is calling Rose a liar, making false accusations against Rose, mentioning Rose’s child, along with publicly disclosing the street that Rose lives on,” the officer wrote in a case report.

“I feel threatened, unsafe, emotionally distraught, physically afraid because these nonstop lies, behaviors, and attacks can incite her strong followers to harm me,” Rose told police.

The officer who took Rose’s statements notified two OPD supervisors about the complaint and forwarded it to the agency’s Violent Crimes Unit for further investigation, the report states.

The Orlando Police Department did not respond to questions from News 6 Monday, inquiring whether the investigation remained open seven weeks later.

Rose departed an Orlando City Council meeting on Monday before a reporter could ask her questions about the matter, and she did not respond to emails from News 6 offering an opportunity to comment on this story.

Hill, who attended the city council meeting as a private citizen, spoke about Rose’s police report during the public comment period.

“I’m here today because the City of Orlando’s witnessing a dangerous misuse of authority,” Hill told Mayor Buddy Dyer and commissioners. “This is not simply a disagreement. This is an attempt to trigger law enforcement scrutiny, create legal jeopardy, and escalate retaliation under the color of public office.”

Rose, who was seated at the dais during Hill’s public comments, did not respond to Hill or her allegations.
