Man surrenders after shooting at neighbors, standoff near South Daytona Elementary, police say

SOUTH DAYTONA, Fla. – A confrontation between neighbors about a man allegedly speeding down a South Daytona road led to gunfire and a man’s arrest Wednesday afternoon, prompting a large police response and forcing South Daytona Elementary School to alter its dismissal procedures, authorities said.

According to South Daytona police, a man – later identified as Dana Rowdon – and other neighbors went to confront the driver when things escalated quickly, resulting in shots being fired.

“We know of two shots. He shot at two separate neighbors,” said South Daytona Police Chief Joe Lasata, regarding Rowdon.

When officers arrived, Rowdon went back inside his home and refused to come out. That prompted a large police response, including the Southeast Volusia Regional Swat team and a hostage negotiating team.

The chief said Rowdon continued posting on Facebook during the standoff but would not answer calls from police. He eventually surrendered after speaking with his attorney.

Police said some of the charges Rowdon faces include aggravated battery, possession of a firearm by a convicted felon, and discharging a firearm in public.

“There’ll be a bunch of charges," Lasata said.

Officers executed a search warrant at the home and were still looking for the firearms used.

The incident unfolded close to South Daytona Elementary School, which placed students on a hold and altered dismissal, according to the district. Walkers and bike riders were not released and had to be picked up by a parent or guardian. Nearby streets were shut down while officers worked to resolve the standoff.

No officers or residents were hurt.

School officials said that all students were successfully dismissed by 3:19 p.m.
