Report details ‘numerous issues with all buildings’ at Pebble Creek apartment complex

Structural concerns prompted the evacuations of 85 units at the complex earlier this week

SEMINOLE COUNTY, Fla. – Inspections conducted at the Pebble Creek at Lake Mary apartment complex revealed “numerous issues with all buildings” throughout the complex, according to a report prepared by Seminole County’s buildings division.

The report, obtained by News 6 Thursday, outlined various issues that prompted the evacuation of 85 units earlier this week.

Seminole County building inspectors found structural concerns with the stairwells at nearly every building in the complex.

“A total of 53 stair systems, spread across 21 buildings, were observed to be structurally unsound due to missing attachments to the building, deteriorated supporting elements, and level of decay,” the report read.

“What’s scary is that until suddenly this whole thing blows up, they were willing to let me run up and down those stairways all I wanted,” said Jennifer Falter, who had to evacuate her second-floor apartment because the stairwell outside her front door was deemed unsafe.

Falter told News 6 that apartment management offered her rent credit for a week’s worth of rent.

“I said I want every credit for every day that I’m due that I’m not in here,” Falter said.

Hours after we spoke with Falter, she sent News 6 a screenshot message from Pebble Creek management.

“Relief funds have been approved and will be distributed tomorrow, March 27, 2026 at the clubhouse from 5 p.m. to 7 p.m.,” the message read.

Management has so far declined to comment on the matter.

The report from Seminole County also found two buildings to be dangerous, due to “potential structural failures, and lack of adequate, structurally sound egress systems.”
