VIDEO: Former Marion County school employee arrested at Waffle House on 20 child porn counts, sheriff’s office says

Phillip Duncan may have victimized child at Oakcrest Elementary, deputies say

OCALA, Fla. – A former Marion County elementary school employee was arrested on 20 counts of possession of child pornography, according to the Marion County Sheriff’s Office.

Phillip Demon Duncan, 25, of Silver Springs, was taken into custody on Thursday at a Waffle House on NW 34th Avenue in Ocala. Deputies located him in a vehicle in the parking lot while conducting a warrant check.

According to a news release, the investigation began Dec. 20, 2025, when the National Center for Missing and Exploited Children notified MCSO’s Internet Crimes Against Children unit that a Google user had uploaded child sexual abuse material. Detectives identified Duncan as the account holder and, through subsequent legal orders to Google, discovered dozens of additional files of child sexual abuse material, as well as voyeurism and non-consensual sexual media stored in his account.

Duncan previously worked as a paraprofessional at Oakcrest Elementary School in Ocala. Detectives said they believe he may have victimized a child.

“Phillip Duncan was hired at Oakcrest Elementary School on March 9, 2026. He worked there for just over one month. He no longer works for Oakcrest nor for Marion County Public Schools. He passed state-mandated background and fingerprint checks along with mandatory drug tests. He volunteered as a dance coach at nearby Vanguard High School but is no longer involved there as well. He is not allowed on any MCPS property.”

Duncan was booked into the Marion County Jail, where he remains without bond.
