2 arrested after 24 dogs found in unsafe conditions inside vehicle in Kissimmee, police say

Two people were arrested following a Kissimmee Police Department animal cruelty investigation after officers found 24 dogs — including multiple puppies — in unsafe conditions inside a vehicle, police said.
