Winter Garden sergeant planted tracker on woman’s car, Apopka police say

According to the arrest affidavit, a witness saw Bryan Stubbs tampering with the vehicle of a bowling alley employee. A mechanic later found a tracking device attached to the vehicle, Apopka police said.
