Moneywatch: Settlement over 2022 oil spill

The U.S. government has announced a multimillion dollar settlement proposal over a massive 2022 oil spill in Kansas.  "Moana" sailed to the top of the weekend box office.  And the U.S. Postal Service is celebrating Barbie -- while also raising stamp prices.  Wall Street ended last week with all green arrows Friday, fueled by chips stocks.  The Dow climbed 149 points.
