Florida state attorney: Juvenile justice system needs reform, and DeLand homicide case is proof

 Volusia County Sheriff Mike Chitwood took to social media to accuse prosecutors in Orange and Osceola counties of being too lenient with a teen who is now accused of killing two people in DeLand. Keyan Rundell, 17, was arrested Wednesday on homicide charges in the deaths of Dustin Rose and Samson Campbell last week.  But State Attorney Monique Worrell, who manages the Ninth Judicial Circuit, said the real problem is the need for reform in the Florida juvenile justice system, which limits what her office can do.
