According to a Sanford police report, Smith and the teen got into an argument over the amount of noise the girl was making.
The fight turned physical, said police, who reported that Smith then held the girl's head underwater until the girl's brother pulled Smith off her.
Smith was arrested and taken to the Seminole County Jail, where two small, clear plastic bags containing a white substance, which tested positive for cocaine, were found in her mouth, police said.
The children were not injured in the incident and were placed in the custody of Smith's brother, police said.
