2 men exposed themselves to undercover officer at Flagler park, deputies say

Citizen complaint led to operation at Graham Swamp Conservation Area

PALM COAST, Fla. – Two men are accused of exposing themselves to an undercover officer at a park in Palm Coast, according to the Flagler County Sheriff's Office.

An anonymous citizen complaint led deputies to conduct an undercover operation at Graham Swamp Conservation Area on Friday morning.

The undercover agent was on a wooded trail near the southern corner of the preserve when he came in contact with a man, identified as Melton Tucker, who was wearing a coral collared shirt and dark shorts, the report said.

The two started talking, and Tucker asked the agent if he'd like to take a walk on the trail, deputies said. 

The undercover agent told Tucker he's "new to this whole thing" and "likes to watch," deputies said. When the deputy asked Tucker what he wanted to do, Tucker told him he wanted to perform oral sex, according to the affidavit.

As Tucker was leading the officer down the trail, he began masturbating, the report said. 

Deputies said Tucker then turned around and exposed himself to the officer. At that point, the officer gave a take-down signal and a team of officers arrested Tucker, according to the affidavit.

Tucker, who is from Tennessee, is charged with lascivious conduct and exposure of sexual organs.

Scott May, 53, also struck up conversation with the undercover officer as he was near a wooded trail Friday morning, deputies said.

The deputy told May he was "new to this" and that he "just liked to watch," the affidavit said.

May then pulled down his shorts and masturbated in front of the undercover officer, according to the report.

Scott, of Palm Coast, was charged with lascivious conduct and exposure of sexual organs.
