Former Palm Bay Growth Management director arrested Sunday

TITUSVILLE, Fla. – Former Palm Bay Growth Management Director Stuart Buchanan, believed to be a key player in a state and federal investigation into activities involving Palm Bay City Hall, was arrested Sunday morning on one count of domestic battery.

The Titusville Police Department made the arrest. A police report on Buchanan's arrest indicated he was arrested in Cocoa, News 6 partner Florida Today reported. 

The 47-year-old Buchanan who was hired by Palm Bay in June 2015, oversaw that city's land development matters, including building permits, annexation, zoning, impact fees, code compliance and federal and state grant programs for housing and neighborhood development.

On April 18, City Attorney Andrew Lannon submitted a letter of "no confidence" in Buchanan, alleging that Buchanan violated the city's personnel rules and regulations — and that he made a false complaint about Mayor William Capote.

Buchanan resigned a week later.
