PALM COAST, Fla. – A Palm Coast man was taken into custody on Tuesday after deputies said he was spotted engaging in “lewd” behavior at a local boardwalk.
In a release, deputies said that the man — Anthony Orlando, 32 — had been reportedly seen at the boardwalk of the Jungle Hut Road Park beach approach wearing only “boxer-style underwear.”

“Witnesses stated he had his hand inside his underwear and appeared to be masturbating while watching a family with four young children using the nearby shower stall,” the release reads.
While investigating, deputies said they discovered a “visible fluid” on the boardwalk near where Orlando had been standing. Upon being tested, the fluid was confirmed to be semen, deputies added.
As a result, Orlando was arrested and now faces four counts of lewd and lascivious exhibition involving children. He is held on a bond of $120,000.
According to investigators, Orlando has a notable criminal history, which includes charges like unlicensed concealed carry, assault, battery, and drug possession.
“This type of behavior is disgusting and will not be tolerated in our community, especially in a public park or places where families and children should feel safe,” Sheriff Rick Staly said. “Thanks to the swift actions of witnesses and deputies, this pervert was quickly arrested and taken to the Green Roof Inn.”
