Ocoee woman charged with child abuse after sending sexual videos of 13-year-old to prison inmate, authorities say

OCOEE, Fla. – An Ocoee woman is facing charges after she took sexually-explicit videos of a 13-year-old girl and sent them to the victim’s alleged abuser, who is currently serving time in federal prison, the Florida Department of Law Enforcement (FLDE) said.

According to an Orange County arrest affidavit, the case began on Sept. 24 when an FDLE Special Agent received reports from the National Center for Missing and Exploited Children. The reports, generated by Yahoo, revealed that a user connected to 33-year-old Taylor Dorsey’s email account was uploading and sharing files depicting child sexual abuse.

The investigation linked the account to Dorsey through phone numbers, recovery emails, and IP addresses. Further investigation uncovered that Dorsey had been communicating with Stephon Anderson, a federal inmate serving a sentence on a child-porn charge. Anderson was found to have unauthorized access to a cell phone in prison and was exchanging Child Sex Abuse Material (CSAM ) with Dorsey, the arrest affidavit states.

In 2023, Ocoee Police arrested and charged Anderson with lewd or lascivious molestation of a victim 12 years or younger, as well as promoting sexual performance by a child. The alleged victim in that investigation is the same child victimized by Dorsey in 2025, FDLE said.

Just weeks after Ocoee Police filed the charges, the State Attorney’s Office in the Ninth Judicial Circuit determined that the case was “not suitable for prosecution.”

That same year, however, Anderson was charged in a federal case, in which he was accused of producing child sexual abuse material.

During a search warrant execution at Dorsey’s home on Wednesday, law enforcement officers interviewed Dorsey, who allegedly admitted to communicating with Anderson. When asked why she made one of the videos, Dorsey stated it was for “medical reasons,” the affidavit states.

Dorsey was arrested and charged with directing or promoting a sexual performance by a child. She was booked into the Orange County Jail on no bond.

Dorsey’s next hearing is set for later this month.

Anderson was sentenced in 2023 to 16 years for producing child sexual abuse materials.

It’s not clear if Stephon Anderson’s alleged involvement in this FDLE investigation will result in charges for the current federal inmate.

News 6 reached out to FDLE to ask whether Anderson is a target in the agency’s investigation. A request for comment was not returned as of late Friday afternoon.

News 6 also requested a comment from the Federal Bureau of Prisons to inquire whether Anderson will face discipline for his alleged viewing of child sexual abuse material and/or his alleged use of contraband.

A spokesperson with the BOP declined to comment on the particulars of this case, but did send the following statement Friday:
