Official under fire after using city card to buy $2,000 lawnmower, Titusville police say

Former Public Works Manager Jeffrey Wayner, 54, faces charge of grand theft

TITUSVILLE, Fla. – A former city employee from Titusville was arrested after spending over $2,000 on a lawnmower, according to the police department on Wednesday.

In a release, police said that a city audit last month revealed “evidence of a theft of city property.”

Afterward, police began looking into the issue, discovering that the employee — identified as Jeffrey Wayner, 54 — had directed the purchase of a John Deere riding lawnmower valued at $2,799 from Home Depot back in September 2024 using a city-issued credit card, according to detectives.

“Wayner then had the equipment delivered to his residence,” the release reads. “Detectives found that Wayner intentionally concealed the purchase and kept it for personal use for over a year.”

Furthermore, additional audits have shown that other city-owned equipment had gone missing and was actually in Wayner’s possession, police added.

As a result, investigators announced that Wayner had been taken into custody in Orange County on Tuesday. He faces a charge of grand theft.

According to the department, Wayner was employed by the city as a public works manager, though he resigned from his position during the investigation.
