KISSIMMEE, Fla. – Kissimmee Commissioner Janette Martinez announced she will hold a public news conference Thursday afternoon following the release of the Special Prosecutor’s Investigative Findings tied to an ethics complaint filed against her.
According to the report, the Special Prosecutor found no probable cause to move forward with enforcement proceedings and dismissed the complaint, calling it factually and legally deficient.

What the report found
Per Martinez, the investigative findings state there was no evidence she:
- improperly influenced City staff,
- exercised undue influence, or
- provided preferential treatment during the permitting process.
The report did note Martinez’s initial Form 8B disclosure was incomplete, but concluded she relied on advice from the City Attorney, corrected the disclosure after receiving updated guidance, and committed no ethics violation.
Martinez: “The findings speak for themselves”
Martinez said she welcomed an independent review and cooperated fully.
“From the beginning, I welcomed an independent investigation because I knew the truth would come out,” Martinez said. “I fully cooperated, answered every question under oath, and respected the process. The Special Prosecutor’s findings speak for themselves… I look forward to discussing the report and answering questions from the media.”
