Now that the state attorney’s office has decided not to file criminal charges against a Brevard County deputy who fatally shot two teens, the family of one of the victims is making plans to file a pair of lawsuits.

The Cocoa City Council voted unanimously to draft a letter to the State Attorney's office urging it to make a decision on whether to file charges against a deputy who shot and killed two teens.

It was a moment that seemed frozen, stuck in time, and one that Jaquan Kimbrough-Rucker just can’t shake.

Her son, Sincere Pierce, 18, and his friend, Angelo Crooms, 16, were killed by a Brevard County Sheriff's deputy on Nov. 13, 2020. The teen’s aunt Cynthia Byrd-Green, his adoptive mother who raised him from infancy, said she visits the gravesite at Riverview Memorial Gardens in Cocoa daily. The sheriff’s office conducted an investigation into the incident, later described as an accidental discharge from a gun carried by a 16-year-old attending the service. No one from the sheriff’s office confirmed there was a shooting until four days afterward. She said she won’t bother contacting the sheriff’s office about the vandalism.

Funeral services for the other teen killed, 16-year-old Angelo Crooms, were held Nov. 21. The sound of a single gunshot was followed by stunned silence before Quasheda Pierce could be heard yelling that she’d been hit. An initial investigation has found the shot came via an accidental discharge from a firearm carried by a 16-year-old at the service, deputies said. Between five and 10 minutes after the shooting, Brevard County Sheriff’s Office deputies arrived at the scene, carrying rifles in response to multiple 911 calls. Neither the sheriff’s office nor the Titusville Police Department responded to inquiries about the case. The records detailing the investigation and the April incident were released to FLORIDA TODAY by the State Attorney’s Office after a record’s request. The allegations led the sheriff’s office to temporarily remove Santiago-Miranda from his duties, placing him on administrative leave, according to the report. Neither the sheriff’s office nor the FDLE have confirmed if the vehicle driven by Crooms was stolen or mistakenly targeted as contended by relatives of the teens. The shooting has drawn national attention along with calls for more accountability and transparency from the Brevard County Sheriff’s Office.
