Deputies said they were called to Town Center Boulevard where a small white dog was found by an Orange County Fire Rescue employee locked in a Kia with the windows rolled up.
The temperature in the vehicle was 130 degrees Fahrenheit, according to the report.
The fire official said the dog was in distress so he forced the car door open and got the dog out.
According to the report, the dog was in the car for at least 15 minutes.
Ortize was found by deputies and seemed to be shocked that he was being arrested. Deputies said Ortize didn't believe what he did was wrong.
Ortize was booked into Orange County jail. The dog is in animal control custody, deputies said.
