Russian man arrested in Central Florida construction scheme, deputies say

FLAGLER COUNTY, Fla. – A Russian man illegally living in Palm Coast was arrested last week as part of a credit card fraud scheme, according to the Flagler County Sheriff’s Office.

In a release, deputies said that they began investigating the man — identified as Mikhail Vasilev, 43 — back in June after victims noticed unauthorized purchases on their credit card accounts.

According to investigators, Vasilev obtained customer credit cards to buy construction material for residential home repairs, though he later used those cards for unauthorized personal purchases, as well.

Per detectives, Vasilev made one such transaction in January at a local pharmacy for prescription medication, totaling $470.

Another victim reported that Vasilev made over $22,000 in fraudulent purchases just last year, including payments for a utility bill; to reinstate his driver’s license; and several purchases at O’Relly’s Auto Parts, the Kennedy Space Center, and National eBike Store, deputies reported.

“In one transaction, Vasilev bought over $4,000 in supplies at Home Depot and then had them delivered to a residence, not connected to the victim, that he was renovating in Palm Coast,” the release reads.

Eventually, detectives were able to connect Vasilev to over $10,000 in fraudulent transactions connected to the second investigation, investigators added.

However, Vasilev — who has no known criminal history — expressed remorse and agreed to pay the money back when he was able, according to the sheriff’s office. Both victims ultimately canceled their credit cards upon learning of the transactions.

“This arrest is a prime example of our commitment to protecting our residents from those who come here illegally and commit crimes. We will continue to work with our local and federal partners to ensure those who target our residents are held accountable,” Sheriff Rick Staly said. “If you enter our country illegally and commit crimes in Flagler County, expect a quick trip to the Green Roof Inn before being deported.”

Now, Vasilev faces charges of grand theft, petit theft, and two counts of fraudulent use of a credit card. He is held on a $45,000 bond and an ICE detainer.

In addition, deputies said that ICE will assume custody of Vasilev and start the deportation process after the investigations are concluded.

Staly also reminded residents to always hire properly licensed, bonded and insured workers.
