MOUNT DORA, Fla. – Mount Dora police are reviewing their use of force after a man was shot with a stun gun twice, and then pepper sprayed on Friday morning.
Anthony Schaffer, 58, has been charged with battery on a law enforcement officer and resisting arrest with violence after police say he charged at officers on US 441.
Police said a woman called 911 around 6:30 a.m. after she saw Schaffer walking in the middle of the busy road.
"He's in the road, he's almost been hit three times, cars had to go around him," she told dispatchers in the 911 call.
Video from one of the two patrol cars that responded to that 911 call shows Officer Ivy Severance getting out of her car, and then Schaffer charges right at her.
"He just continued to walk in an aggressive manner, it surprised her," said Lt. Robert Bell.
Bell says the force was absolutely necessary.
"They did everything they could to keep themselves from being injured, keep him from getting out into traffic or making it worse," he said.
Schaffer has a long criminal history in Central Florida with his past charges including grand theft and assault.

Schaffer declined requests for an interview at the Lake County Jail where he is being held. He is set to make his first appearance before a judge on Saturday at 9 a.m.
