Serial flasher arrested in Volusia, deputies say

Jonathan Owens accused of flashing at least 8 females

DELTONA, Fla. – A man accused of exposing himself to several women and a teen girl over the past five months in Deltona was arrested.

The Volusia County Sheriff's Office said Jonathan Owens, 23, was identified in a Wednesday evening incident and confessed to several others.

Owens was already serving probation after his arrest two years ago for exposing himself to three teenage girls, deputies said.

In an interview with investigators, Owens admitted that he's been exposing himself to unsuspecting females, ranging in age from 15 to 50.  In most cases, Owens was nearly completely naked, deputies said.

The latest incident occurred just after 6 p.m. Wednesday, when a 38-year-old woman outside her Deltona home noticed a blue Dodge Ram moving slowly past her house and the driver exposing himself, deputies said.

The victim's husband found a blue pickup in front of a house on another street and later confronted the man, asking him if had exposed himself to his wife, deputies said.

The man said no and quickly walked away, deputies said.

Earlier Wednesday, authorities said they had received a tip from a jogger who said a naked stranger ran up to her in Deltona in April, an incident that was previously unreported. Instead of running away, the woman said she stopped and talked to the man and offered him her phone number, deputies said. Because the naked man didn't have any way to take down her information, he gave her his name and phone number instead, authorities said.

"Other victims were either in their yards, on their porch, out for a jog, minding their own business when he approached them, often times totally naked," said Andrew Gant, spokesperson for Volusia County Sheriff's Office. "We're glad to put a stop to it and keep this from happening in the future."

Investigators said Owens is responsible for at least eight cases in the Deltona area.

Local 6 News spoke to Owens' neighbors down the street.

"There were seven cop cars lined up, and they were here for a good two hours," Vickie said.

"It's very scary, especially when you're trying to keep your children safe and to have it in your own neighborhood. It's ridiculous. It's mind blowing," Lorraine Ramsay said.

Owens was charged with violating his probation from a case back in June 2013.

He faces eight counts of exposure of sexual organs and eight counts of lewd or lascivious conduct. Owens being held in Volusia County Jail without bond. Additional charges are possible, authorities said.
