Fired DeLand officer gets his job back after arbitrator finds issues with internal investigation
Officer Johan โJoeyโ Mulero was fired in December 2018 after a DeLand Police Department internal investigation determined he used โexcessive and unreasonableโ actions while arresting a man. However, Muleroโs grievance filed was sustained in part and the city was ordered to reinstate him with conditions due to several issues with the DeLand Police Department Internal Affairs investigation, according to the ruling. AdThe department failed to comply with the Law Enforcement Officersโ Bill of Rights on several grounds, according to the arbitrator. โThe City was required to make sure the investigation was conducted properly โ but did not,โ the arbitrator determined. Video shows man with disabilities attacked, beaten, robbed in DeLand; 2 sought
DeLAND, Fla. โ A 43-year-old man with physical disabilities was attacked, beaten and robbed by two men who remain on the loose, DeLand police said. The attack happened around 5:15 p.m. Sunday outside 1 First Class Barber Shop, at 120 E. New York Ave.โThe way they attacked him and took off. It was horrendous,โ Christopher Vest, a barber who witnessed the event said. DeLand police said surveillance video from a nearby business shows a man in a white T-Shirt punching the victim several times. To beat up on somebody whoโs just trying to earn a living, itโs ridiculous.โOne of the assailants was wearing a white T-shirt and dark pants.
